This is an extremely rare Brown Copper (Cu) Trial Strike Half Crown. Weight=12.58gm.
Normal is made of 80% Silver, weighing 14.14gm.
So the Trial Strike is lighter, because Copper is lighter than Silver.
Perhaps it is a once off mintage.
