A minimum of 5 licenses are required to qualify for Open Licensing.

Microsoft Licensing is sold in various types such as

OEM / DSP License which may be sold and PRE-Installed on NEW PC's ONLY.

And Volume Licenses such as Open License, Open Value Subscription License for example.

Each license type has different license agreements and product use rights and different prices.

Installing an OEM / DSP license on a PC older than 90 days will mean you are still NOT LEGAL so dont opt for the cheaper option.
