The award was received by members of the Fascist Blackshirt Legions - also known as - MVSN (Milizia Voluntaria per la Sicurezza). The Unit was the paramilitary wing of the Fascist Party and this Medal is associated with the 230th Blackshirt Legion / 3rd CCNN Division '21 Aprille' .
