This piece appears to be in a VF state , with detailed Relief on  obverse. All insignia present. Evidence of handling/ age-related wear is visible on surface. Leather is supple and durable.  All Pins Intact. Lucite appears clear and smooth. 

This piece would have been worn by personnel within the Reconnaissance Regiment HQ Unit with the Service Dress Uniform attire.
