This cable is designed to convert a VGA signal to separate component signal (Y, Pr, Pb) which can be used for the oldr 100Hz TV's, Projectors, Plasmas and LCD's that support the capability.

It, however, does not allow you to connect your component video sources to a regulart computer monitor or HDTV unless you monitor specifically has this capability, and most of them dom't. Please double check the documentation that comes with your computer monitor

It will also not let you connect your computers VGA port to a component source unless the graphics card specifically includes the function, so you need to double check with the manual.

To sum up:
This cable will not convert RGBHV into Y, Pr, Pb.
This cable will not convert Y, Pr, Pb to RGBHV
This cable will not support Y, Cr, Cb.
