Why this stamp exists:
This was created due to a shortage of the standard 1-penny red stamps. The post office took stocks of the higher-value 1 Shilling stamps (which were not being used as frequently) and overprinted them to be sold as 1 Penny stamps. The black bar at the bottom was added to cross out the words "ONE SHILLING" so customers wouldn't be confused about the value.
