Plates were made in the Tsars porcelain factory, pre-revolution and stayed there till after the Tsars execution. Short of money after the revolution, Soviets brought in their own decorators and painted the already stamped Tsars plates with more subdued decoration and re-stamped them withe the new soviet mark and date. the Tsars mark was obliterated on pre 1920 plates but Westeners paid more for the plates with both stamps, so in 1920 an instruction to leave the Tsars stamp was issued. A rare piece of history, one simular plate with the same stamps was valued at 2500 British Pounds. Wow.
