 1965 PF66 Red 1c graded by NGC - This coin looks UNC to me and confirmed by a well known collector as well. The lustre is that of an UNC coin and the rim looks more rounded on certain places and not as sharp all round as on a typical proof coin. Please note that this is my opinion and is just my opinion as such. There  is only 1 better at NGC and a total of 11 graded at NGC in red. PCGS only has 3 coins graded red in total. 

Slight scratches on slab, no scratches on coin whatsoever.

If it were to grade ms I would say at least MS66 or even MS67 after a minor NCS touch up.
