The coin was issued in 1991 by the Royal Australian Mint to mark 25 years since Australia adopted decimal currency (which happened on 14 February 1966).
It features on the reverse a Merino rams head (Rams Head) motif, supplied by Horst Hahne, derived from the pre-decimal Australian shilling (19381963) whose reverse was originally designed by George Kruger Gray.
On the obverse is the portrait of Queen Elizabeth II by Raphael David Maklouf the third portrait.
Although ~4.7 million is fairly large, for a commemorative coin in circulation this is relatively low. So its not super rare, but not extremely common in uncirculated or proof condition.
The silver version and proof specimens are much more desirable among collectors. Also, coins in mint or near-mint condition command premiums.
