Standard measurement between stamps is 24mm, measurement between top stamps is only 23mm. 1mm Horizontal perf shift has caused the short stamp. The perf shift together with the listed Line On Cap variety (SG 46d Cat at 75 pounds) makes this a rare item in my opinion.
