This is a very unusual case where a modern low value is much rarer that high values.
The note in Stanley Gibbons says that only a small quantity of SG199 was produced, and most examples were issued to post offices for local use.
At 23 pounds per used stamp (1994 catalogue value), the 4n low value of the 1973 WHO set is by far the highest catalogued Zambian stamp in the period up to 1994.
As my 1994 SG catalogue is now nearly 17 years old, I would not know whether any subsequent Zambian stamp is rarer, although I doubt it.
Offered here are three copies, therefore about 70 pounds or R800 in catalogue value, but as mentioned this is based on a 1994 catalogue, and presumably 17 years later these stamps would now be worth more.
