This is a very unusual little piece of Afrikaner. I have not come across it before and can find no reference to it either. I had a good chuckle when I read an extract from an article titled:

CIVIL SERVICE SALARIES - "Sir, A feeling of uncertainty and insecurity comes over me when I think of the anticipation which a great many of us had before Mr. Merriman's Budget speech, that he was going to rise above the selfish kicking of Civil Servants against the reduction of their salaries. I for one, like all impartial persons interested in the country, felt that we needed a severe cutting down of expense in the Civil Service - to some extent by means of dismissing men (for whom I am personally in favour of a new outlet being found, if possible in the form of employment in the new public services for marketing of Cape Produce); but the chief mode of cutting down, would be by reducing salaries. It cannot be denied that our Civil Servants are paid enormously , as compared with the pay in most other countries..."
