If you see that your measurements fall within two size groups, it is advisable to purchase the smaller size. You can always add a little bit of padding to get to where you need to be. If you purchase the bigger size and then drop a dress size, then the mannequin cant/might not be able to adjust to your new smaller measurements. When the smaller one is bought you can always remove padding and dial to the smaller size.
