This antique cast iron peeler was made by the Sinclair Scott Co. of Baltimore in Maryland, Cira 1880 - 1890. It is a functional, ornate device, that peels an apple in seconds.  It can also be used to peel a variety of other fruits and potatoes. See all pictures.
