This is a Victorian, German Silver-Plated (marked EPGS), 24 piece set of cutlery, ornately decorated in a crisp, floral design. Research indicates that it was manufactured by WMF, although not marked as such..  

The bezels are silver.  Handles ivory/bone finish. 

In Jade Green silk and felt lined Mahogany Hinged Box with key. 

Each piece is in very good condition and appears to have hardly been used.
