South Africa's urban population is set to double by the year 2010. Apartheid has already aggravated crises in housing, education and health in the townships, but unless something is done to ensure class divisions are not formed along racial lines, there is a real danger of the collapse of local government and a return to violence. This critical analysis of apartheid's legacy to the cities proposes a number of strategies that might prevent the transition to a multiracial society from ending in disaster.
