Art Nouveau Victorian silver wine label by Judah Rosenthal & Samuel Jacob, pre 1890
Judah Rosenthal & Samuel Jacob made silver objects between 1881 and 1891. This item has a Victorial Duty Mark (1838 to 1890) and an unknown date mark.
It could possibly be half of a belt buckle - please compare it to the following item I found via Google: http://www.leopardantiques.com/object/stock/detail/484

I originally though that the item was a wine label because it features the mask of Bacchus and Rosenthal & Jacob made similar items.
