Should have some amount of roots, I can't guarantee that it will have a brilliant root system  but it should have some. Generally with succulents, getting plants that have poor roots to root up is a easy task (after you repot).  I am merely reselling what I buy and the state of its roots is not always perfect as the production growers usually grow them in highly organic mixes which is quite a nightmare for root growth and the suppliers (retailers) of the plant often overwater them. I maintain the soil almost completely dry after I get them
