Vintage, one owner, intact, very good condition, but I have no experience of using it myself. It's old, so the rubber rotation rings are hardened, not sure if that matters. Emery pads are used as per pics. Questions are welcome. Thank you.

Uploads of today ... and comments having tried to use it ... The little rubber ring being hardened as mentioned above does matter, this slips over the part that rotates and keeps the needle in true position, so a new soft rubber ring will be needed for sure.
