The Baofeng Battery Eliminators UV82 is designed to replace the battery on the UV82 in order to allow it to be constantly receiving power.

The eliminator has a 12v Cigarette Lighter Male plug that can be inserted into the cigarette lighter jack in your car, or can be modified to be use in a control room.
Should you need to move and be mobile the Eliminator can be quickly removed and the original battery re-attached within a few seconds.

Can be used as a battery alone when disconnected, but then you will have to deal with the trailing wires. (Not advised)
It is suggest for use in control rooms that the unit be used with a Remote Microphone. That way you are not wearing out the PTT button and thereby extend the service life of the radio too.
