A weekly publication founded 1891 by Charles Norris Williamson, "Black and White: A Weekly Illustrated Record and Review" eventually became Black And White Budget, the first issue of which appeared 14 October 1899. By 1905 it had endured one more iteration, and publication had ceased. The vast share of articles of these editions contain reporting on the Boer War, with other topics such as the visit of Queen Victoria to Ireland and the Boxer Rebellion.

Blue cloth with stamped gilt tiling and black leather backstrip with gilt text, and seven raised bands. Marbled endpapers. Contains 14 editions from Volume 3, these being numbers 26 to 39 inclusive. The first two pages have had tape repairs to tears in the top edge at the spine.
