Also a petticoat can determine the length of the dress. A very fuller petticoat on a tall person will have the hem of the dress by the ankles yet a smaller petticoat on a tall person will have the hem of the dress on the floor, so for this reason  it comes with out a petticoat. As the wearer of the dress can decide how wide the dress should be.
