It's 1989, and the Berlin wall is about to fall. Bored Us soldiers Ray Elwood (Joaquin Phoeniz) is finding some original ways to keep busy. Elwood is a car thief who chose military life over a jail sentence. He now runs a lucrative sideline in black market trade and minor league drug dealing. When a training exercise goes wrong, Elwood and his cohorts are there to pick up the pieces: a huge stash of arms which they plan to sell to the local mafia in exchange for money and dope.
Everything is perfect, until hard-as-nails Commander Robert Lee (Scott Glenn) arrives. He's there to tighten up the bataillon's operation, which includes busting Elwood's scams. Elwood starts dating Lee's rebellious daughter (Anna Paquin), and the war turns personal.
