Passive Buzzers does not have internal PCB to make them buzz, instead, you need a microcontroller like an Arduino to create an audible frequency for the buzzer. This is great if you want to create a chime or melody for a buzzer.
If you need a buzzer that will buzz by just applying 5V to it, then you will need an Active Buzzer.
