ON SEPTEMBER 20, 1940, RATES WERE REVISED FROM 2C FOR LOCAL DELIVERY TO 4C AND FROM 5C FOR DOMESTIC DELIVERY TO 8C.

THE DEMAND FOR STAMPS OF 4C AND 8C VALUES INCREASED AND IT WAS DIFFICULT TO PRINT ENOUGH STAMPS DUE TO THE WAR.

BECAUSE THERE WERE EXTRA 5C STAMPS ON HAND, THE DIRECTOR GENERAL OF POSTS DECIDED TO SURCHARGE THEM WITH NEW VALUES OF 4C AND 3C.

THE 3C STAMPS WERE SURCHARGED BY DAH TUNG IN HONG KONG. THE SURCHARGE READS "TEMPORARY USE FOR 3C".
