MINT - New CDVD has no scratches.
NM and EXￂﾬ￢ﾀﾠ - DVDￂﾬ￢ﾀﾠ has no scratches barely played. EX may have a light fingerprint or mark that can be removed
VG+ - DVD has some small minor scratches but not affecting play.
VG - DVD has a bit more scratches than VG+ but also not affecting play.

But you can change it for only a limited number of times (usually 5) before the region setting becomes locked permanently.
