This is flexible, copper braid (wick) that is used for removing solder from PCB tracks. It is used by pressing it down against the soldered area with a heated soldering iron tip. The desoldering braid will transfer the heat from the soldering tip to the solder and then absorb the molten solder. The braid is on a reel.
