As for the size of the 'cutting', you can gauge it from the second picture. About 10cm long with the green portions being young leaves and in the third picture you can see white roots emerging from the base (rhizome). Papyrus is a grass so it doesn't have traditional stems, instead what it has is the same as hollow grass stalks (culms) but with umbels (flower heads) on top. Each umbel has many grass like spokes. This structure gives it an interesting look

Not all cultivars are super dwarfy. This particular one grows to about 90cm but usually less.
An incredibly fast grower and can grow in soil in water, out of water in reasonably well irrigated gardens and even floating on water (if you can spend the time to build something to help it float and if you have patience to wait a very long time for it to develop a gigantic root structure capable of extracting nutrients from the water column, ie more than a year)
