Elgin gold filled pocket watch 1906, 7 jewels, not working.

Nothing happens when I push down on the crown and turn it and nothing happens when I wind it. The cogs do turn when I wind it. The balance staff seems to be ok. My only conclusion is that its a spring or broken shaft.
