In the early 1980s, the American armed forces realized they had to consider the possibility of fighting a non-nuclear war with the Warsaw pact in and around Europe. The various services reacted in various ways. In the US Navy, one result of this consideration was the publication of this book which proposed an approach to modeling conflict between the USN and Soviet naval forces. Since there is not a Look Inside on this volume we need to spend a bit of time seeing how this text is organized.

After a brief introduction, Hughes postulate five cornerstones - Men Matter Most, Doctrine is the Glue of Tactics, To Know Tactics, Know Technology, The Seat of Purpose is on the Land, Attack Effectively First. Then he historically reviews the age of sail, the transitional from sail to steam up to 1914,and world war 2 from the point of view of both weaponry and sensors. Next there is a shift of gears to consider great trends and great constants seen from the point of view of combat operations and technology. Following that is a chapter on tactical variables. Then Hughes arrives at what might be seen as the heart of the book, a simple model of a Blue attack on Red onshore naval and air assets. The book finishes with some reasonable concluding remarks.
