This is an Original Freefall, HALO/ HAHO Parachute Wings. Chrome with Red and White Enamel, with Lucite Coating. It was introduced in late 1979 and was worn on step outs on the left chest. Used by Special Forces. The canopy part has yellowed because of aging.
