Carnavals are a common occurrence in German culture and a centuries old custom. A German Carnival (Karneval, Fasching or Fastnacht) is a large festival that starts on November 11th and culminates in the days before Ash Wednesday. It is celebrated with parades, costume parties, and street festivals, particularly in cities western Germany. The festival involves costumes, public celebrations, and often involves mocking politicians (we have enough material for that in South Africa) and society through jester speeches and satirical parades. This carnival custom would have been upheld in any country which had a large expat population of Germans like South Africa. The name R.K.G. "Rot-Weiss" (Red-White) likely refers to a a specific club which was involved in organizing such a carnival event in Johannesburg in 1958.
