The card does not work

I tried to fix it but had no luck

The fans don't spin and there's no display 

Selling for parts or if you have the necessary knowledge and skills to fix it

The chip looks fine as shown in the pictures

Although there looks like some solder has been burnt or removed from the back board as marked in the pictures

No returns as card does not work
