Flexible resin, otherwise wrapped in refurbished plastics obtained from shopping bags. 

These whips are extremely flexible and will cause alot of lashing, skin-splitting wounds if aggressively used. The stinging sensation produces should make a criminal think twice before getting more serious and escalading his attack - just keep him at a distance if he is aggressively swiping at you. When swung, they produce a very high pitched hiss, indicative of how fast the tip swings - without even much trouble at all. Will do little blunt force trauma, though will exert alot of shearing force.

Security guards seem to love these and there is quite a bit of folklore among them regarding what these can do, which adds to the intimidation effect that these would bring to a self defence situation, that in itself, can act as a visual deterrence.
