High temperature cotton stabilizes the temperature of the nozzle by keeping the nozzle isolated from losses caused by drafts or part cooling fans. It also has the advantage of being safer if one was to accidentally touch the heating block while it is hot.
This cotton can handle temperatures up to around 450 degrees Celsius, so for general printing in the home it is more capable than needed.
