This pen belonged to former SA Finance Minister, Owen Horwood.
The pen is stamped 750 and 18ct. See photographs of the stamps.
The pen was most likely a corporate gift from SAPPI to the minister as the name SAPPI and the date 16/11/81 appear on the barrel.
The clip of the pen is not attached to the pen as the attachment broke and it is difficult to separate the cap from the barrel.
Once removed, an inside clamp is sometimes exposed. See photographs.
The pen came in its original red case. It is lined with light yellow satin and red velvet. There are two ink cartridges with the pen.
I am not an expert and any mistake made with the description is not intentional.
