This pen belonged to former South African Minister of Finance, Owen Horwood. According to a Google search this pen seems to be a Parker 75 Vendome Prince De Galles fountain pen. This Parker was made in France and the nib is 14kt (stamped as 585 on the nib - see the photographs). The pen seems to be one of a set of two and is in a Parker branded box lined with white and blue satin. There is a guarantee with the box and a refill (not for a fountain pen).
The cap ring is stamped with the Parker logo and name and Made in France.
