This pen belonged to former SA Minister of Finance Owen Horwood. The black pen has gold-coloured trimmings, but I could not see any stamps other than Sheaffer around the bottom of the cap. It seems it was a corporate gift from the company Macsteel. See the top of the cap of the pen.
