In November of 1960, the governments of Liberia and Ethiopia submitted an application to the International Court of Justice to institute proceedings against the government of South Africa, on the grounds that the Union [shortly to become the Republic] had, in their view, failed to fulfill the obligations connected with its United Nations mandate over the territory of South West Africa. These volumes represent part of the South African government's response in its own defence.
