This Award was instituted by  President Nelson Mandela , to recognize  Service of a High Order rendered by former members of the Pan Africanist Congress Armed Wing - during the Armed Struggle prior to the 1994 Democratic Elections. This Medal is exceptionally difficult to obtain and retains a Low Issue Number of : 15  stamped on the reverse.
