A fabulous Banded Blue/Green/Purple Fluorite
The gem is classed as VVS1 with a good cut and polish. There is an SI chip on the girdle at about 7 O'clock on the photo. Even though you can't see it on the photo, I am telling you it is there. You will see it with the naked eye at some angles as the gem is tilted.
Gem quality fluorite is generally scarce as most of the rough material is heavily included or banded. Despite being a relatively soft stone (4 to 5) , it is not easy for gem cutters to cut. It can be worn in protective settings.
The Concave Cut is a three dimensional conical shaped facet applied to the pavilion of the gem that creates depth as well as length and breadth. Instead of the facets being joined by an angle, they are joined with a groove. This third dimension allows the gem to refract more light, thereby maximizing its brilliance. The Concave Cut also distributes light more evenly, giving the gem a stunning interior glow. Some gems increase up to 100% in brilliance when Concave Cut.
Concave cut gems are generally more expensive than traditionally cut gems. This is due to the following:
1) Higher weight loss (i.e. you get less carat weight from the raw material)
2) The additional labour required (It takes longer to facet than traditionally cut gems)
3) The market realities of supply/demand (a lot of people want concave cut gems and the supply is limited)
