The waterproof, windproof shell pants are designed to go over your trousers for very cold and windy conditions. They are in perfect condition - I have worn them only once, on the ascent day of a Mount Toubkal trek in early April (see photo) in freezing temperatures with galeforce winds. I love these - they were so useful, but Im done with cold-weather windy hiking and don't think I'll ever have use for these again.
Note: Im a size 12 /36 / medium woman, and I could wear these - they are quite loose on me, but the waist is elasticised and there are velcro straps, so size wise, they are quite flexible.
