In 1929 General Smuts pointed out that Africa was being developed under the control of a number of Governments which were pursuing different principles in the administrative, social, educational and legal fields. He suggested that a Survey was needed that would not only examine these differences of policy, but would review the extent to which modern knowledge was being used in the solution of Africa??s problems.
