In 1914, the Union of South Africa faced a period of political unrest and military mobilization. The South African Mounted Riflemen (SAMR) had a police function and were part of the Union Defence Force (UDF) playing a major role in the events of the period, including the 1914 strike on the Witwatersrand and the subsequent rebellion in some areas. 

During the 1914 strike, a major labor conflict that took place in January 1914, military districts were set up to manage the mobilization of the commando system, which was a revival of the  system of the former Boer republics.
