' Milner's Young Men is a study of a group of Edwardian imperialists who sought to promote the cause of constitutional reform within the British Empire. As young men just out of Oxford they were drawn to South Africa during and immediately after the Boer War to take part in the reconstruction of the area. There they worked either directly or indirectly for Lord Milner, the British High Commissioner for South Africa and ( except for Joseph Chamberlain) the best known and most influential exponent of the " New Imperialism" of this turn-of -the -century era. Accepting with pride the epithet " Milner's kindergarten", they remained in South Africa following Milner's departure in 1905 to work for his goal of a united South Africa loyal to the British Empire. Through a campaign of propoganda and personal persuasion they sought to convince both Boer and British elements of the population that only constitutional unity could prevent the return of the antagonisms which had so recently swept the county in to war.

With the creation of the Union of South Africa in 1909, the members of the kindergarten turned their attention to a much greater goal, the establishment of a unified government for the whole British Empire. Using methods perfected in the drive to unify South Africa and funds provided by friends of Lord Milner, they organised the Round Table movement to promote the establishment of an imperial government responsible to all the Dominions as well as to Great Britain...................................
