This item is a miniature Knight class badge of the Order of Leopold II (Ordre de Léopold II / Orde van Leopold II) of Belgium.
The Order was founded in 1900 by King Leopold II to recognise exceptional military and civilian service. After the Congo became a Belgian colony in 1908, it became a national order of the Kingdom of Belgium.
The badge features a white-enameled Maltese cross with a central black medallion displaying the gold Belgian lion rampant. The dark blue ribbon with a central black stripe is characteristic of the order. The miniature includes a royal crown suspension, reflecting its status as an order and not merely a medal.
This example appears to be a post-1951 type, as indicated by the bilingual Belgian motto (French and Flemish). Earlier versions bore mottos from the Congo Free State period.
