CAR ROOF RACK THINGY

This was left in my garage by a tenant and I really don't know if everything is here or if this is it in it's entirety? As far as I can remember it was attached to a Golf (I could be wrong though). It looks like it can be adjusted to fit different size roofs?

Condition - seems ok. Only 1 end has a flap, again I don't know if it's meant to be like this or not. Its light but long, so for collection only
