Have seen similar item on e bay for 500 brit pounds, have no idea of the history of this item, has some markings on, could be navy, all the parts move, trigger cocks and fires, pretty sure if a cart was inserted it would work, was designed for line throwing between ships i think, may work with flairs as well.
