An examination of the city's social layout before the apartheid era and the effects of segregation of blacks and coloureds in separate ''locations'' in Cape Town started.   The Group Areas Act of 1950, requiring that people live only in neighbourhoods with persons of the same racial classification, changed all that and, Mr. Western concludes, that Apartheid turned Cape  Town with its physical beauty  into   bleak experience of living for many Capetonians.
