The Report of the Commission of Enquiry into South West African Affairs, also known as the Odendaal Report, was a study commissioned by the South African apartheid government in the early 1960s to examine the creation of ethnic homelands in South West Africa (now Namibia). The report, published in 1964, recommended the establishment of separate homelands for different ethnic groups, with distinct residential, political, and language rights for each. This plan aimed to reinforce apartheid policies and control over the territory and its people.
